How to fix #039;Cannot find 640x480 video mode#039; in GTA: Vice City

In this video I walk through how to fix the Cannot find 640x480 error in Grand Thief Auto Vice City on windows 10 running a 1080p or similar display resolution. I am doing this with the steam version however I assume it should work with all retail versions.
